City of Marshall TX Invests in Energy Saving Initiative for City Buildings.
The city of Marshall is
implementing more than $1 million in facility enhancement designed
to improve operations, comfort and efficiency at eight city
buildings. Schneider Electric, a global specialist in energy
management, will complete the work as a performance contract with
the city.
The city is also receiving a
$20,000 rebate from the Southwestern Electric Power Co. for the
improvements. Schneider Electric guarantees that the city of
Marshall will reduce its utility costs by $85,954 annually when
the project is completed in the fourth quarter of 2010. Located in
East Texas, with a population of approximately 24,000, the city of
Marshall selected Schneider Electric to help lower utility costs
and improve energy usage across several city buildings. The
buildings included in the project are the library, civic center,
center for applied technology, police and fire station, chamber of
commerce and multiple community centers.

Schneider Electric
plans to substantially cut energy usage in the eight city
buildings by updating HVAC systems with a new chiller and boiler,
an energy management system, and lighting upgrades with occupancy
sensors. The project is anticipated to save the city 1,145,800
kilowatt hours of energy annually, which is equivalent to
2,668,788 driving miles avoided per year or 32,862 trees planted.
“The city of Marshall is dedicated to improving energy
efficiency across our buildings, and through our partnership with
Schneider Electric, we’re becoming a more environmentally
conscious city,” said Frank Johnson, city manager of Marshall,
Texas.
Performance
contracting offers many long-term benefits for cities, such as
improved facility efficiency, occupant comfort, financial
management and environmental protection. Typically, new, more
efficient equipment and upgraded facility automation systems
maximize energy efficiency and generate utility savings. Schneider
Electric guarantees the amount of savings performance contracting
projects will achieve and agrees to pay the difference if that
amount is not realized. “Through upgrades to the city of
Marshall’s current infrastructure, Schneider Electric is helping
the city reduce utility costs and improve energy efficiency as
well as the comfort of its surroundings for staff, visitors and
residents,” said Shon Anderson, vice president of Energy
Solutions sales, Schneider Electric. “By investing in current
infrastructure, the city will reap energy savings without
undergoing any major structural changes that could impact the
productivity of these city buildings. We’re pleased to be
working with the city of Marshall and look forward to delivering
on our energy savings promise in short order.”
